POLICE OFFICER SACKED OVER SEXUAL MESSAGES TO 14-YEAR-OLD GIRL
A police officer has been dismissed after sending sexual Snapchat messages to a 14-year-old girl he had met at a children’s home.Ian Bell, 46, admitted to sending inappropriate and unprofessional messages, including one asking, “You like sex?” The West Yorkshire police officer had been investigating a report of a missing young person from a children’s home when he encountered the girl on 19 July 2017.
During a disciplinary hearing, it was revealed that Bell initially communicated with the girl, who was residing at the children’s home, and later tracked her down via Facebook and Snapchat.
He then sent her a series of suggestive messages early the next morning.
Among these, Bell mentioned seeing her wrapped in a towel at the home and questioned why she was not in her pajamas, suggesting she might skip school if tired.
He also inquired if she took drugs such as cocaine and advised her not to let anyone exploit her.
She responded with, “I don’t care if they do, TBH.” Bell called her “cheeky” and later asked if she liked sex, instructing her to delete the messages afterward.
Claire Watson, representing the professional standards department, stated the messages served no legitimate policing purpose, emphasizing Bell’s abusive misuse of his authority and the distress caused to the young girl.
The girl had told carers she was unaware of who was sending the messages and believed she had a “Snapchat stalker,” with staff at the children’s home reportedly shocked when they discovered Bell’s involvement.
She was quoted as saying the sexual references “made her feel sick.” Bell, who served as a police officer for 23 years, claimed he was drunk at the time and that his intent was to discourage her from criminal activity.
He explained he obtained her Snapchat details from Facebook and wanted to thank her for her assistance during a missing persons investigation.
He also said he quickly ended the conversation and deleted Snapchat out of panic, acknowledging that being “off-duty, intoxicated, talking to a 14-year-old” was a serious breach.
The disciplinary panel concluded his conduct constituted gross misconduct motivated by sexual intent, leading to his immediate dismissal.
While West Yorkshire police stated that Bell’s actions did not warrant criminal charges, they condemned his behaviour as completely unacceptable and contrary to the standards expected of officers.
Detective Chief Superintendent Oz Khan emphasised the organisation’s serious stance on abuse of position for sexual purposes and ongoing efforts to raise awareness and encourage reporting of such conduct.
